Because there is a margin of error in the weight. I don't want that left to baggage handlers to decide, though. I'm totally cool with OP. His explanation takes safety into consideration. The weight of the cargo shouldn't be a question mark to the pilots, though.

No, they're not. The weight limits are there because pilots have to consider the fuel they have, and the amount the plane weighs factors into on that. Goddamn. This is basic physics not a conspiracy theory. You really think weight doesn't REALLY matter when talking about flying things and people miles high for thousands of miles?
