They have different levels of severity obviously, but both are genital mutilation, yes. Often times circumcision is performed on babies for the hell of it as well, with reasons like "it's just what you do", "well his dad is cut so..." or I've even heard someone think boys should be circumcised in order to make them feel pain like women have to feel on their periods. The intentions behind circumcision are not always good nor are the conditions always safe. Even if they are good and safe and are carried out by doctors, which also isn't always the case, it is still unethical genital mutilation. While circumcision is a medical procedure, when it's done to someone without informed consent (of the individual being cut) or medical necessity then it constitutes harm. Just like any other medical procedure.

I'll reiterate that I acknowledge that someone hacking off a man genitals with a machete is worse than infant circumcision, but they are definitely both forms of genital mutilation. Hence the majority of men in the US have experienced a form of genital mutilation.
