That investigation is now closed. the SPCA went in person to the sight and none of the claims were founded. They closed the file.

The link gives various examples (some at the zoo, as the complaint was about both): "a hippo floating listlessly in a barren indoor pool; a lion endlessly pacing along the fence that separates him from his captive pride; African penguins, unable to escape public view, standing for long periods of time huddled around a door in their enclosure."

People working at these places do good things. The question is whether keeping animals captive in unnatural environments and the impact to their quality of life justifies doing things to help other animals.
