Vancouver Attitudes?

Really depends on your circle of friends. This feeling is typical for people who move / migrate ... you always feel the city you moved from was friendlier, because you had a more tight knit community there. In the new city, people will agree with your views, because either they're originally from a different place themselves, or just want to agree.

This doesn't mean I disagree with your points about Vancouver being a "not so friendly" place. When I compare it to warmer climate countries or cities, the differences are evident ... when I compare it to other North American or even Scandinavian cities though, Vancouver is pretty average ... I think the temparature and the number of sunny days in a year has a profound effect on peoples' mood and friendliness.
