This is not true at all for so many reasons:

You’re always burning fat. If you’re not burning fat you’re dead. This is why comatose people can starve to death. But if you consume more calories than you burn, which means you’re making more fat than you burn, you won’t lose weight, rather you’ll gain.

And during the first 30 minutes of what exercise are you talking about specifically? It’s recommended that most HIIT sessions, one of the most effective fat burning workouts, not exceed 30-45 minutes. And the fat burn you get from, say sprinting for 30 minutes, is going to be different than the fat burn you get from Zumba for 30 minutes.
