Like most things it's quite complicated, when someone says he's on last years bike what they are really saying is he's on last year's chassi. But last years chassi may be slightly modified in many different configurations, for example Pol Espargaro complained quite a lot to Honda because when he arrived he discovered all Honda riders were essentially riding different bikes from each other (different configurations with none completely the same and thus making development very difficult). "Last years bike" essentially means he's slightly behind in queue for parts but that's not necessarily always a bad thing because the team has a lot of information on how to make those parts work very well, but it's not as shiny as the factory stuff.
