How can you be a suspect in something that the store employees told you was not a crime?

Derek Gray was charged with aggravated assault of a police officer and “stealing in the near future” and Marvia Gray was charged with interfering and resisting arrest.

Wait - was he the suspect in the earlier incident, or was he the suspect in some future robbery. Something which, unless this department has instituted a precrime division, is not a crime because it fucking hasn't even happened yet.
