That comparison doesn't make any sense though. When legislation is enacted, it is by definition "lawful."

This is not an order issued by the Governor that an officer could reasonably believe is unlawful and then disregard. That would be a comparable example. This is the law (potentially) being changed.

Correct, because it is the law that dictates their duties. Officers have a similar obligation and a duty to obey state law. If the law changes, then so do their duties. Whether or not it is constitutional will be determined, but not by them. Their job is to enforce the law, not to interpret its constitutionality.
