Elections are representative only as long as people turn out or are sufficiently informed.

Even the most informed person might miss a random election 2 weeks after the scheduled off-year election. I'd argue that pulling these random elections, is only meant to ensure voting results that would not happen in a more publicized off year scheduled election happen.

I finally do suspect that there might be some philosophical differences. But I believe elections should be as easy as possible and the most routine as possible. It's bad enough that there's an ample amount of obscure utility districts that have elections that no one knows about, who also have undue amounts of power though. Therefore we all don't need a precedent of setting up random elections that will only contribute to voter fatigue or allow the average person who is too busy to follow all political news to not be sufficiently informed.
