If you think every person in the world can just up and leave any job that doesn't pay enough and get a better one, then you are delusional at best.

Given that you have the skills and experience of one job, you can get a new job in the same area, it's not that much of a stretch to think that the market can work like that. There is the issue of supply and demand which also affects employment.

Let's take for example one of the more common minimum wage jobs: fast food worker. Let's say there is someone working at Mcdonalds. They're making $10/hr and they feel they should make more, their fellow employees are impossible to work with, their boss is a dick, etc.

They start looking for a new job. They see places like Burger King, Dairy Queen, Carls Jr, Wendy's, and small local burger shops. The person takes their resume and asks every burger joint's manager if they are hiring. Only Burger King and Wendy's is hiring. The person says that they are currently working at a McDonalds and is looking for a new job in the same field. Both managers are interested as this person is experienced in the field already and are willing to hire them. The worker mentions that they desire better pay and says that they are looking at multiple burger joints and is wondering what offers are being put on the table. Burger King offers $15/hr with opportunity to move up to a leadership role and better pay given the output of the worker. Wendy's is offering $12/hr with benefits (healthcare, dental, eye care).

The worker quits McDonalds and accepts the offer of Wendy's. Although the increased pay amount would have been nice, the benefits are huge in the eyes of the worker.
