The police always respond to the
crime, not the most severe.
If you're smart you can use this to your advantage.
There are other situations where we would consider this to be suboptimal.
If you are smart you will avoid those situations.
There are situations where dicking around with the law is part of the calculated risk.
E.g. boosting away from (or into) a station so you don't get scanned and fined for being a naughty boy, may lead to you being ramscanned by the popo, or colliding with a civilian - thereby incurring a collision while speeding fine, or worse.
That's part of the risk. It's not like you have some constitutional right to dick around in a high traffic area at great speed.1
1 which is a shame really, because until itchynipples jammed his orca repeatedly up Brabens arse using only crunchy peanut butter as lube, you could dock at any speed - and that was a hell of a lot more fun.2
If nothing else they should review the speed limits and raise them to 150 or 200m/s.
