Yup, the guy above is trying to make it seem like she was oblivious to everything by taking a blurry low-res snapshot way out of context. She notices at about 9:18:03 (11 seconds into the video) as the truck is over the median. She made some movement before that, but at 9:18:03 she was without a doubt reacting to the situation.

At 9:18:04 she's initiating turning left and slightly bending down to spring into a sprint. Within this second she is also turning her head and begins the body swing around to run while moving her feet. /u/KodyBurns is legitimately making stuff up as if her reaction was somehow bad. All of this happened within ~3-4 seconds and she reacted perfectly.
