what low level player is going to be hunting chainsaw enemies?

I killed my first chainsaw elite at level 2 during the open beta:

(Found in the tunnels south of the White House, near the Ellipse Fuel Depot control point)

I also killed several more of them while levelling up early in the main game, since the tunnels usually contain faction keys and other useful gear.

Maybe I've just been lucky, but they never seem to put up much of a fight when I encounter them. They're tricky, for sure, but I don't remember ever really struggling with them.

Is it confirmed that the flashlight attachment drop at lower levels?
