I’m not sure why he is allowed to speed for no reason

Come from a police family. Police are allowed to travel at whatever speed they deem reasonable to do their job in many places in the US.

For highway cops it makes no sense to force them to drive exactly 55mph because they would see the same set of cars. You'd just be stuck with the cop forever. Allowing them to flex their speed up and down allows them to see a greater percentage of traffic looking for violations as well as just get from point A to point B faster.

Also worth pointing out that the speed they travel has to be reasonable (at least where my family worked) so you couldn't go 90 in a 30 because you felt like it. But if you were on a highway and traffic was flowing at 75 and you decided to do 90 that would be reasonable.
