Weapon damage in Awakening quest is tied to frame rate

Explanation

Some enemies have damage resistance that scales with your potential DPS. The Deimos Jugulus is one such enemy.

Going by the above, one slow heavy shot that who's DPS would normally be quite low will have much less of its damage reduced. For example, attacks that normally require a long reload after or recharging a la Mausolon alt fire will be at an advantage because while reload speed and needing kills to recharge is baked into balancing their damage, those aspects aren't taken into account for the damage reduction.

A couple folks have mentioned higher frame rates = more dps. This might be a thing, I'm not sure. If is though, then it would stand to reason that higher frame rates = more DR as well. Thus, lowering the frame rate lowers the DR.
