I believe this was during the search for the Boston Marathon Chechnian terrorist bomber brother after they'd shot and killed cops a day after the bombing, so the Boston PD was going door to door and had to use national guard to tie up the parameter. Not excusing or saying I agree, but it was extraordinary circumstances, there were armed cops getting parents of young kids food/milk during the lock down, and, it was successful; in relatively short time, they'd found the last suspect.

The dude pointing gun at camera is because a known terrorist was on the loose and the camera from a distance poking out of some drapes probably looked like a weapon or sniper spoofer.
