I think she makes it pretty clear to Mando that she doesn't agree with what Luke is doing but doesn't want to start shit by trying to stop him. I also think she knows exactly how it will go poorly if Mando went to see grogu himself and the issues that would arise between him and Luke which is why she convinced Mando to just leave the present and go away. Luke is definitely supposed to a fucker here; TLJ is all about him realizing how he fucked up doing exactly what he was shown doing in this ep.

Also, I will die on this hill but not only does cad showing up make total sense it was also cool as hell. He's probably the most well renowned bounty hunter in the galaxy at this point in the story; the pikes are rich as fuck and would obviously pay for the best.
