Frankly at this point the cut off should be age 65 or older in 1B. I disagree with Texas putting people over the age of 16 with a laundry list of health conditions that encompass over half of the state's population. It sounds like APH doesn't care about the insurance status of those age 65 and older.

I'm more inclined to believe though that you're reading language put in place when APH thought they'd be just another provider and not a hub because nobody even knew this hub thing was going to be a reality just a couple weeks ago. ARC and HEB along with some others poured a lot of resources into gearing up to issue vaccines and reading between the lines they seem shocked they're getting nothing.

APH was probably supposed to be a safety net provider but now they're the only provider. A coworker of mine who is very insured and very well off financially but in his early 60s got a vaccine so that tells me they aren't ignoring people with insurance at this time.
