WEEKLY RECRUITING THREAD - Ask here about the recruiting process, trade availability, requirements to join, and other common questions about the Canadian Armed Forces.

Because cook isn't a hard sea trade, NETP is harder to get onto because they train the hard sea trades first. A new unit won't change that fact, but if your issue is that coc isn't sending anything up the line, that's a different, and very annoying, problems. We have a great unit here with an on the ball coc, and the cooks I know gave up on NETP too. You don't need your NETP to get your Ql3's. You could try talking to your Padre, he/she might have some suggestions as to how better advocate for your Ql3's. Have you spoken to your Traino? You can also send an email through your forces address to your COC and see where it's stopping. You'll be cc'd each time it's sent forward. It may either give you piece of mind to see that it's actually going forward and there really just isn't any training available, or if it's stopping at a certain person along the way. If it stops at the same person more than twice, you know where your problem is. Advocating for yourself can be intimidating, and it certainly straddles the line of being ambitious or being annoying in the military. There are a lot of people competing for the same training though, especially in a purple trade like cook. I've heard people say that some find it advantageous to leave the reserves and just reapply for reg. You haven't had your ct in that long, it takes on average a year or more, so you may just have to be more patient.
