Well, looks like Voat is going down the same path as reddit. If you aren't popular, your posting will be limited. (Because shitposters.....) It's currently just being tested, so if you care let Atko know what you think of it.

you should maybe try reading the thread as opposed to posting anti-voat propaganda- but i'm sure that's your intention- and i'm sure you're counting on the fact that most people won't read the thread you've linked; but i'll do a quick tl;dr to help explain to users reading this post.

  • this is not even being considered, but rather what is being considered is a 'block' feature, to remove all posts by shitposters on the end of the person who is blocking the shitposter. this encourages user self moderation.

now, if it were being considered;

  • subverse owners and moderators with sufficient privilege can set CCP threshholds for the subverse. CCP is the equivalent of reddit upvotes and downvotes. you require sufficient CCP in order to downvoat on voat; and subverse owners can set it so that you require 100 positive CCP on the subreddit in order to downvoat another user. what this encourages is content creators and other such users contributing to the website, and thus gaining CCP while having the ability to downvoat people who do not contribute / are useless to the culture of the sub. this effectively removes the ability for alts, corporations, shills, etc to downvoat [brigade] a comment and thus remove unpopular postings.

  • subverse moderators, owners, and regular users can see in a public log who upvoats and who downvoats which comment- thus giving moderators and owners, and also public watchdog users the ability to report brigaders or ban brigaders from the sub.

feel free to ctrl f 'akto' in the thread and look at his views on the subject. he is very free speech and he takes in all criticism. there is more in the thread, but i am far too lazy to include it in. do your own research and come to your own conclusions.
