This isn’t a city park, you are correct; however, the same laws are applicable. Last time I checked throwing a butt on the ground is not considered littering. Although, I could be wrong.

I’m not sure what you’re insinuating with your second paragraph. They post that so people cannot sue the company whose building is there. Whether it be the Waltons, Empire Ltd(sobeys) loblaws (superstore, wholesale, indepedent, etc) for any damages against what happens there, up to and including littering, which is a by-law. That is literally the reason they post the signage, is so that you have to deal with the property management instead of the retailer.
