The Valar were not actively seeking to abandon the Teleri or other Sindar elves who did not cross into Valinor. The Valar had invited all the Elves to Aman, and many chose to accept the invitation and embark on the journey across the sea. However, some chose to remain in Middle-earth, and the Valar did not force them to leave.

It is stated in the Silmarillion that the Valar were aware of the suffering of the Elves and other inhabitants of Middle-earth under Morgoth's rule, and they did attempt to intervene in the First War. However, they were bound by the rules set by Eru Ilúvatar and could not directly intervene in the affairs of Middle-earth. They did provide some aid to the Elves and other peoples, such as sending messengers and giving counsel, but ultimately it was the Elves and other free peoples who fought and defeated Morgoth.
