It is impossible to know exactly what Mozart was thinking about when he wrote Le Nozze di Figaro.  As a composer, no doubt he was thinking about how to best express, through music, the libretto Da Ponte had written based on Beaumarchais's play "La Folle journee ou Le Mariage de Figaro".  Mozart chose to base his libretto on Beaumarchais's play after it was suggested to him by bass baritone Francesco Benucci, who would become Mozart's first Figaro.  All the contraversial content of Beaumarchais's play was stripped away by Da Ponte and the libretto was approved by the Emperor, Joseph II.  If you're interested in how Mozart wrote Le Nozze di Figaro, then I suggest watching this explanation of it by Pappano:
