What is the absolute earliest that UC Berkeley would send someone in their last year of high school an acceptance letter?

The absolute earliest would be right after Christmas Break, or around mid-January. But these acceptances only go to the brightest applicants. Don't worry, however, if you don't receive one this early. You'll still have 4 years to catch up to your peers at Berkeley (even though they probably have already done everything you will do in college, in highschool). I mean most kids here already have done research in STEM and the art kids have gallery showings all over the world. But don't worry, you can still catch up. Don't be discouraged by your peers who achieve so much. We all start somewhere, even if it's so far behind it might not be possible to even see the starting line.
