No, that's just your interpretation. So if everyone pays $X.15 for something, be it cash or card, then we're all on equal footing and paying the one price. No surcharge is involved, and the owner just absorbs the card fee from the price charged.

It's literally no different to the company paying 10% GST to the ATO with every sale they make, be it cash or card. The 10% just comes out of the sale price (a loss they absorb).

Don't forget that surcharges are optional to charge. They're not mandatory for card payments at all. People paying cash pay the card surcharge price every day at Woolies, Coles, Maccas, etc. If we buy a $1 chocolate bar at Woolies, the price is $1 whether paid by cash or card. The card surchage is absorbed by Woolies.
