What are schools really like in America? Have they really been declining?

It depends on the income of the area. Wealthier demographics fare much better than low-income demographics. I felt like my high school education was quite good and is helping me succeed in college and the students were generally very well behaved.

My school was weird though because it was split into two programs, where one was primarily made up of kids from dual and educated upper-income households whereas the other was mostly made up of kids living under the poverty line. Some of the poorer kids were literally still illiterate according to one of my math teachers whereas almost everyone passed the IB/AP English exams in the wealthier program. Also, in terms of your behavior question, a sub once walked into our room and said "thank god" when they realized we weren't majority black, which, at my school was synonymous with the poorer program.
