What are some cultural differences between Levant and Gulf Arabs?

Levant arabs are more open minded

Liberal/nationalist types from non-Gulf countries, like Egyptians and Levantines and North Africans, like to pretend that their countries are liberal havens and blame all backwardness, conservatism and religious violence on the Gulf countries, especially Saudi Arabia. They like to ignore that their societies are just as cancerous and breeding grounds for violent Islamist revivalist movements and other insanities.

not every "Arab" from the Levant is actually Arab

These same types like to pretend that Arabness is an alien concept to them coming from the Gulf by force and that they are actually the direct spiritual descendants of some amazing super-tolerant ancient civilization or another: Ancient Egypt, Assyria, Phoenicia, or some Berber queen.
