Lets model a PC as a rod of length 2m with a uniformaly distributed mass of 70kg.
Now lets assume that it takes 500m to reach a terminal velocity of 54 ms-1 i.e we can disregard any height increase over and above this point.
PE = mgh, =(70kg)(9.8ms-2 )(500) = 343KJ
Ke(rotational)=1/2Iω2
I=1/3ml2
Therefore I = (1/3)(70kg)(2m)2 , I= 93
PE=Ke(rotational) gives 743103 = (1/2)(93)(ω2 ), ω= 130 rads/second giving roughly 20 rotations per second.
If your character successfully did this then they would have to pass some pretty major cons saves against neck dislocation/concussion, other related major trauma.
This does assume that you completely stopped and started spinning, however any excess ke from falling would probably still be able to thoroughly mess your character up, especially now they are being spun around and (probably) losing their lunch instead of being able to solely focus on one aspect of motion *without a massive headache.
Or whatever, its just a game, and bringing math into it just turn the game into hours of spreadsheets and accounting.
It would probably require a fail in Wisdom even to try it
