I think the council kinda just trusted Morgan completely with Dresden. Like “if Dresden is a problem Morgan will kill him, if he hasn’t then he probably has a good reason. Kinda of “Morgan’s got it” kind of thing. Now that he’s gone who is gonna be the Harry police.?

Now that I think about it Morgan probably inadvertently become one of the biggest reasons the Merlin or others didn’t just act and get rid of him. Cause if Morgan, who hates Harry the most comes back from Chicago like 5 times saying “nah this time he’s actually innocent couldnt kill him” that probably held more sway than someone close to Harry speaking for him.

At least for a some of the council.
