What is the controversy with United Airlines?

From what I can tell, United Airlines barred two girls from boarding their flight due to their "inappropriate" attire, aka leggings. The gate agent gave them the option to change into a dress, and they had no choice but to wear it over their leggings. Mind you, these girls were young teens. Of course, this set off waves of anger throughout social media, with people criticizing the airlines' sexist dress-code and questioning the subjectivity of the gate agent.

The problem isn't so much the agent's judgement, but rather that the airline backed the decision. They defended the agent in a series of tweets, where United Airlines claimed they had the right to deny service to anyone its employees deemed to be indecent. Their tweet reads:

“In our Contract of Carriage, Rule 21, we do have the right to refuse transport for passengers who are barefoot or not properly clothed,” the company tweeted. It added, “There is a dress code for pass travelers as they are representing UA when they fly.”
