what courses/licenses do I need to buy a handgun and transport it to range?

Good information but a couple of corrections.

Once you are a member of a range ($125-175/year) you can get an Authorization to Transport.

You can pay as little as $50/year to a place like SilverCore (not sure if they're still around) or DVC for what is effectively an "ATT membership". This will satisfy club/range membership and you'll be issued a long term ATT for BC. But by all means, join a "real" club with a real range and get more use that way. I'm just suggesting cheaper paths exist to long term ATT.

You can now go buy yourself a handgun that you can only shoot at that specific range.

Your LT-ATT in BC, in almost every case, will be issued for all restricted firearms (whether you own them or not) as long as you have the registration certificate for them. And it will cover transport an unnamed range. I have never seen or heard of one restricted to a single named range but obviously anything is possible. It is all CFO office discretion but the pattern in BC is pretty clear.
