What is the difference between SWAT and Counter Terrorist team's room clearing procedures?

That’s a really broad question, to the point of not being universally answerable. There are a lot of SWAT teams (and “SRT” units) of various training levels and who have been trained in a variety of styles. The same goes for counter-terrorist. And then there is the complication of the situation and location.

When it comes to close quarters procedures it is safe to safe that if you ask a room of five people how to best do it, you’ll get ten answers.

The most high level view where any distinction might work is limited penetration vs threshold clearing vs dynamic penetration. Even that is going to spaghetti off into a million sidebars because each technique has many details, and rarely is one technique going to universally work.
