I'd interpret that as a 'how do these political systems work." Like the intricacies of them and then compare these intricacies. So how it function, the ideological reasoning behind them, the different roles that people/businesses/government/other entities have in each system, etc.

It's obviously very encompassing and you could write thousands of pages. So instead, I'd focus the analysis on the information you would need to accurately compare political systems. If they're radically different systems, then you might want to talk about the ideological assumptions behind them. If they're slightly different, you might want to talk about the historical reasons for why they both exist - maybe one split from another or something.

So in other words, analyze the information that you think would be useful in comparing the two.
