Oh FFS, google "name of student's university" and "registrar" and there will be a phone number and email at the bottom of the page. Either source will put the student in touch with someone that can not only explain it to the student, but probably help them as well. Bonus, that's what they're paid to do.

I simply don't believe that any student today has not had access to internet during their high school. Even the poorest students have cell phones with data connections.

Sorry, I'm not going to powder the bottoms of adults. My syllabus contains a list of people/offices who can help them with things not related to <Subject that I'm teaching> and instructions to contact them, and not me, about those things.
