This is a actually a legitimate concern at one point, but stealing someone's heart is slightly different than brainwash. With brainwashing, you force people to think a certain way, but in stealing people's hearts, it's all about how the person has a distorted view of reality, they don't make them think differently, just make them mentally confront their crimes, for instance in the first dungeon, kamoshida knew that rape is bad, it's just until he had his heart stolen, he refused to acknowledge that he was raping girls, as he thought he had the ability to do as he pleased("They come to me because they want to stay on the sports team, I'm not forcing them to do anything.")(Not an actual quote). Of course, this is all based on the mentality that everyone is ultimately a good person, so if you don't believe that, one could argue this is still a form of brainwashing, but that's up to you.

also after having a change of heart, they all go and confess their crimes to the police, and get arrested, so they still do "pay" as you put it.
