So what exactly stems from the choice to make Dwarves Elves in Elder scrolls?

This thread is mind-numbing. If OP isn't a troll his way of thinking is reductive to a fault, boiling down fantasy races to their aesthetics and completely ignoring the culture/worldbuilding.

The Dwemer ARE the Dwarves of this universe. They are intuitive, underground-dwelling inventors with big beards. Their classification as "Mer" in-universe and them being "elves" is just the flavor of the setting. Its the usual Elder Scrolls tradition of taking an overdone fantasy cliche and twisting it to make it interesting and unique.

Bringing in traditional Tolkien-style dwarves would be at best redundant (because Dwarves already exist as Dwemer) and at worst completely antithetical to what makes Elder Scrolls lore so special.

There are countless other properties with traditional Dwarves you can go to if you want them, its odd to get so hung up on this specific detail.
