Who's "winning" and who's "loosing"?
Everyone is losing, except Orks. Not to say Orks are winning, just if they're fighting they're winning. In the Grim Darkness of the 41st Millenium there is only constant stalemates which cause increasing resource & strategic tension.
What is the latest general direction?
Well a primarch came back. The big warp rift. Space Marines got bigger which made everyone kind of grumby.
