What good idea doesn't work because people are stupid?

Transferring services/routes in public transport. 4 years ago my city tried to dump its 'every suburb gets a full time service AND peak hour rocket direct to the CBD/'Downtown'' bus system (its so bad, you end up with hundreds of quarter-half full buses clogging CBD streets in peak) in favour of a transfer/hub and spoke system, so most suburban buses would instead terminate at the closest major busway station.

For the inconvenience of a transfer to a high frequency big bus to the city, a lot of suburbs would have had MORE frequent, faster and more streamlined routes which suited people better.

Except every man and his dog suddenly considered themselves 'experts' in transport policy and planning and only picked out the negatives (some routes being cut and the forced transfers), so without asking questions first, they whinged and complained and unfortunately enough politicians got bullies and so the entire thing got scrapped. Noe we're stuck with a bloated inefficient bus system and bus jams are worse than ever before. No one will touch reform because its such a fucking hot potato.
