What happens to the evil people out there?

It's not an XP bar that you can fill up to win. Good and evil are not a simple binary or even necessarily true or useful ideas at all. Be careful of those who promise you a reward for mstching their standard of good behaviour. Religion has a secondary social function that has nothing to do with truth or God.

Hate and harm derive from pain and fear and are largely situational, and often practically useful for a living being's survival. We need to approach some things and avoid others, create some things and destroy others, in order to survive.

Evil and cruelty for their own sake are aberrations that can arise in people for reasons beyond their control, like sickness or madness or trauma. They come from the same necessary mechanisms of avoidance that contribute to our survival. Even the conscious choice to be cruel or selfish arises from the life that person has lived to that point, to memories and lessons and the inclinations written into them over which they had no choice. At times they can even lead to positive outcomes indirectly down the line. Understanding this is part of the journey.

Thinking of reincarnation in linear terms, particularly in terms of linear time, may be part of the problem here - there's no reason to think you're going to pop out in your 'next' life nine months after you expire in this one. Similarly there is no reason to believe that you will be a nicer or happier person in the 'next' life than this one. The arrow of time only applies to us living as humans here and now, and there are dimensions beyond time and space as we know them to which we as humans are blind completely.

Going deeper, we may question that there is even such a thing as a single simple next life, that elements of yourself within this body are bound together in a way they are not bound to anything or anyone else. You are not your thoughts, or your current identity or the narrative you have built for this life, and by observing yourself long enough you can see that your mind is a chorus of conflicting thoughts, feelings, memories and desires; of shifting mental states and fractal, momentary identities that we use to piece together the story of our lives, of who we are.

Understanding that time is just another kind of location, and that you are not a single entity but a flock of thoughtforms and feelings and perceptions that are part of a larger cosmic whole, you can see that you are everything you interact with, good or evil as they may be from your current perspective, and all things will resolve by the end.

Every man and woman is a star. When you're up close, your current self becomes a sun and fills the sky with its light, blotting out the distant stars. Only when it sets can you see that they've all been twinkling this whole time, in their trillions, filling the night sky and each one a sun unto itself.
