What hero can 1v1 PL lategame (both full slotted) and win?

Shadow Demon :^)

Atomize his passive through bkb with aghs, wait out the bkb, disrupt him with Blink if he tries to run, meme hammer him out of disrupt(and pray he doesn't manta dodge and beat your ass for trying this shit. Allchat "IT WAS JUST A PRANK BRO" to minimize the beating of the ass in such a scenario), bloodthorn him, and watch his illusions go sicko mode on him. If it don't work the first time, refresher orb for the second time, and buy Aeon Disc for protection. If you consume Aghs you'll also have a slot left to build a throne out of wards to watch the illus go apeshit from.

Acquire the Soul Catcher level 10 talent. Now you work for me! Proceed to carry the game as PL, while his teammates prattle on about the usual anime tropes of fighting the mind control with the power of friendship, how the real PL is still in there somewhere and encouraging comments such as "FFS buy back you boosted animal, your illu's kicking our ass". They will lose the game by a landslide, PL gets 9 reports, you get 5 reports and 4 commends, and you will be celebrated the folk hero that beat a PL in lategame. "SD! SD! SD!" your team will chant while the enemy salt will flow with remarks such as "SD? More like STD!". The crowd goes wild as you win TI11 by executing this strategy against PLs from around the world over and over again, and reddit will of course make many memes about you for years to come.

... well daydreaming about the perfect game aside, just get advantage before it can get to the point where PL can just solo most heroes in the game, and pack some splash damage/super strong disable to delay his reign for as long as possible. PL only becomes truly problematic when illusions live long enough for them to hit a bunch and multiply. Stuff like cleave and long stun helps, but eventually he's gonna have built tanky enough to outlast everything except permastun strats(for example permabash Slardar, but he prolly needs to commit to Divine to punch through evasion) and get some in-fight momentum.
