What if Earth is the North Korea of life inhabitable planets?

I think that if there is intelligent life out there, it will be utterly indifferent to us. The universe will be indifferent to us. Simply because their physiology and psychology will be so vastly different and incomprehensible to us that we will have no frame of reference to understand each other.

It will like as if we passed a rock like any other on our travels. No way for us to understand that this rock is in fact not like any other rock.

For that reason, I don't think there is ever going to be any sort of intergalactic coalition. It's just going to be like the Dark Forest theory, a bunch of civilizations hiding in the darkness, waiting for some stupid, naive civilization nearby starting out to invent Nuclear Fusion and light up like a Christmas tree.

And when they do, snuff them right out of existence. After all, why would you want to risk them ever finding you? Time might seem a lot to us but to other species, we could go from being cavemen to a Type 3 civilization within a blink of an eye.

That would make us a massive threat.
