What if present tenants of my new apartment don't vacate/take advantage of eviction moratorium? (New York state)

Thanks, I will share my concerns with landlord. What if the landlord has been trying to get the tenants out, but is pursuing a new tenant/security deposit knowing they won't have income for months from that apartment? Then I get ghosted when inquiring about security deposit.

Although there's no evidence to the landlord's character that would have me believe that, if it were to go down on the 1st of the month, I wouldn't have a place to stay, all my mail would be going to new address, etc.

I may be legally in the right, but my local small claims court is shut down during pandemic. If the landlord ghosts me while I'm trying to find a new plac and get the security, it wouldn't be a good situation.

At the heart of it, I'm wondering if the landlord has to be forthright in telling me they asked the tenants to leave, for whatever reason which might increase the likelihood of their legal squatting. Or if that might be considered confidential info I'm not privy to?
