As u/irishstu notes, it's much more like Carson's work on Ray Gun or BlahBlahBlah magazines from the early and mid-nineties.

You're linking to acid design, which has some similarities but uses lots of digital artifacts as inspiration where Carson's grunge was typically more analogue (vhs, photocopier errors etc).
