Not really.

The only semi-possible way to do that would be a sort of Chile-like mess along the eastern edge, which is a dumb shape to have a state in, and on top of that they still wouldn't be even close to equal. People like to act like CA is like WA, where there's one big urban hyperliberal area representing a narrow majority of the population and then a massive rural minority being "overlooked", but even if you managed to cut it up in such a way that all the rural/conservative areas are one state and the urban areas are another (which is physically impossible), Blue Cali would be at minimum three to four times the size of Red Cali. And that's taking a generous estimate of Cali conservatives. Most of the rural counties vote Dem without taking even ratio into account (the most populous rural counties vote blue, the least populous vote red).

So...in all likelihood, Blue Cali and "Red" Cali would both be blue every presidential election.

Otherwise Red Cali would be such a small state as to not have a significant number of electorals, and wouldn't be a justifiable split.
