They should be placed in a therapy program with specific focus on their paraphilia. I feel that surveillance with an ankle monitor is not out of bounds but house arrest is. They should be given access to pre-existing pornographic materials of their preference.

Data consistently shows that dehumanization, through demonization by the public and feelings of guilt make an offender more likely to reoffend. Recidivism rates and number of offenses are lower for those who regularly consume child pornography and receive therapy.

I'm not saying to normalize it by any means or to offer blanket access to harmful materials. But no matter what these people have done or are in danger of doing, they are still people.
