It's better to be talkative and social to people around you in general, old ladies, dudes, attractive girls, everyone ... even if you're introverted. It will help you meet people.
The formula for getting laid is simple though:
Increase you general attractiveness to be as high as possible. Gym, clothes, hygiene, shoes. Having decent experiences/ job/ cool hobby/ adventures/ whatever.
Work on social skills. Mainly, being comfortable around people. And being able to have a conversation that's interesting. Which is simple. Be open & honest. Be REAL. That's always interesting. Caveat: Don't talk about WOW or RPGs or fantasy football or stereotypical "male boring bullshit" to women.
Hit up as many prospects as possible. You can hit on people during the day as you go about your business. At bars and clubs. Or simply fire off 50 openers on the online dating sites. Maybe all 3!
To save time and frustration, try to hit up the most receptive prospects as possible. Not that chick with a boyfriend. Not chicks waiting for marriage. Not attention-seekers/ time wasters. Figure this out when talking to a woman, and quick!
If you want more short term solutions, yes, just start hitting on women at the bars. Hit the gym.
Take up some hobbies like improve or salsa dancing just to meet more people.
Maybe take up a martial art to pick up some confidence for the hell of it.
Most important thing is to just start doing something.
