I worked in nicu and I've never seen a circ go down like you described - ours would be done about half an hour before baby was due to eat and always with local anesthesia. Our kiddos cried at being woken up and having their legs strapped down, but that stopped once they got a touch of sugar water. I actually thought it was bizarre that many of them went back to sleep during the actual circ and those that didn't rarely were crying.
Obviously, the circ drawbacks are what they are, but the actual procedure itself was wildly different than what anti circ people had described. And to me, the benefits of a circ are basically when old for hygiene - there's no reason any boy or man can't take proper care of their penis, use condoms to prevent stds, etc, but I have doubts that nursing home care is going to magically change. When I was a nurses aid and someone came in from a nursing home(typically for a uti that was causing them to be septic) one of the first things we did was wash their genitals and uh, I never saw an uncircumcised penis that was properly cared for.
