What still exists that we really don’t need anymore?

Predatory publishing is a huge problem. They often have legitimate sounding names (e.g., Journal of AIDS and Clinical Research), but cost hundreds of dollars to publish in. There is no or little review. I'm a scientist and get these emails every day (usually 3-4 a day): some journal with a decent name is begging me to submit my research, tells me it needs to be submitted basically tomorrow, and that they'll have it turned around and published within a couple weeks. These journals are usually run out of India or Pakistan with no scientific oversight. All the emails are signed with either a first name only, a first name and middle name, or first name and initial so you'll never know who you're talking to.

They also take random scientist's names and put them on their 'editorial board' to make them sound more legitimate. There's a professor in my area who is having a conflict with one of those journals now because they won't stop using his name on their website, referring to him as an "editor" for their journal.

Barring some extraneous circumstances, YOU should not have to pay a journal for the pleasure of publishing good, high-quality research. That is their job. If you have to pay, that means they probably don't have a very big readership (so not a high-impact journal anyway).
