What stopped The Vampire Diaries from been a great TV classic like Buffy The Vampire Slayer

Well, you should go back and re-watch it again because you are dead wrong about Jason having little character development. He became a lot more supportive of Sookie past season 1, and worked to be a better brother to her. He took care of the werepanther tribe when Crystal disappeared (even when there was no guarantee she was coming back). He supported Andy through his addiction to V. He risked his life for various people, including Sookie, Sam, Tara, Jessica, and so on. He actively attempted to come through for others, which is a big contrast to season 1. Even towards the end of the show, he was siding with the vampires on different issues and actively trying to help them when they were in trouble. He's one of the few characters who was willing to re-evaluate his stance on the supernatural compared to other characters on the show.

I will take Jason Stackhouse any day over a rapist like Damon Salvatore. Jason became a lot more likable compared to Damon.
