What teams had the worst off-season?

Meh they got Ibaka and Lowry to take 3 year deals and Ibaka fairly cheap at that. That's a pretty sizeable win. Because the thought of even Lowry at say 5 years $170 mil(which was the thought heading into the off season not even the max but $170 mil) would be scary for Toronto if they had to do it. Likewise Ibaka on a full 5 year deal if that's what it took to resign him(and many thought it would a few months ago) would also be dangerous long term.

PJ Tucker's nice but Toronto has enough assets they can find someone like that on the trade deadline again like that who is maybe 85% as good. Patrick Patterson everybody had known for a while likely wasnt going to be back I dont even know if Toronto offered him a contract extension.

Other big thing for Toronto is the East didnt exactly get stronger which I know people like Bruce Arthur said was a factor in the Raps decision to retain their group. Being a top 4 seed the next few years became more doable becasue of other teams off seasons now.
